The online documentation suggests that the width of the Pages/Layers sidebar can be resized, but I can’t seem to change the width. If it’s possible, how does one adjust the width of these sidebar panels?

Perhaps the narrow width enforced by High Sierra 10.13.6 is related to the hierarchy problem I described in another post (i.e., where the children elements of top level groups are without indentation).
No it’s unrelated. The indentation is (supposed to be) the same, though testing across 9 versions of macOS occasionally causes us to miss some details.
