I was wondering if there exists some black magic that would an “on click” behaviour to execute more than one action?
For example: on click: scroll to a specific location on a page and then open a pop-up.

Unfortunately, it’s not currently possible with Sparkle, but it’s a feature that I’m also eagerly waiting for. I asked Duncan about it a few weeks ago, and I hope it will be available someday!
However, if the two actions you need are the ones you described (opening a popup and scrolling the page to a specific location), it is still possible to achieve that with a workaround (I did it on this page FAQ - Foire Aux Questions). If you’re interested, send me a private message, and I’ll explain it to you
