You are talking about “pin to bottom of browser window”.
All your other pages are behaving normal because the actual page is longer than your browser window you have open. With your Contact Us page your page is far shorter than your opened browser window, hence the white empty space between your page and the bottom of the browser window.
Just lengthen your Contact Us page and it will fix the issue!
Maybe he’s hoping for some magic or artificial intelligence?
If page < browser window then footer == fix at bottom of browser, else footer == fix at bottom of page
But this rare case is easier to fix.

Sarcasm? Not at all! I’m sorry if that came across that way.
That is quite seriously meant with the AI. You can use both attributes at the same time for a so called footer element, which is kind of contradictory and looks weird.
Maybe Sparkle can be taught to behave that way.
