Start video at specific point

Does anyone know if it is possible to start video at specific point. For example, a link that starts the video at 00.40 and another link that starts a video at 00.50. Without having to cut down multiple versions of the video. I use a video saved from disk.

This is possible if the video is served from Vimeo or YouTube.
It’s a good idea to link to one of these services, rather than. host the video yourself, to save on your bandwidth.
I prefer Vimeo, as it is a more professional kind of platform. It also allows you to specify how a video ends, say by going to black, instead of going on to something you don’t want like some concert or silly video of cats.
